Human Resources Specialist (Employee and Labor Relations), GS-0201-12/13

As a Human Resources Specialist (Employee and Labor Relations) within the Office of Civilian Workforce Relations, you will be responsible for providing all operational service delivery and oversight to the Coast Guard's complex and dynamic labor/employee relations programs. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Some of the typical work assignments include:
Providing advice and assistance to customers in the employee relations and labor/management relations functions. Recommending operating policy and standard operating procedures concerning employee relations and labor management relations. Serving as a technical expert on performance and conduct-based actions and related employee relations program policies and practices. Providing management with interpretations of policy and procedures and recommending actions to take when the Human Resources or labor issues are new, highly controversial, precedent setting and/or involve more than one are of Human Resources policy. Evaluating the overall labor/employee relations programs of the agency. Recommending solutions to precedent setting labor/employee relations problems with serious impact on agency-wide operating policies, practices and procedures. At the GS-12 level:
Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-11 or equivalent) in the Federal service.One year of specialized experience which includes:
1) providing advice and guidance to managers on labor management and employee relations issues within serviced organizations; 2) researching and interpreting federal/local laws/policies and case law to provide advice and guidance to management officials on a variety of Human Resources labor management and employee relations issues; 3) recommending appropriate resolutions to interrelated Human Resources labor management and employee relations issues; 4) interpreting negotiated collective bargaining agreements to advise management on union-related matters; and/or 5) advising management officials on adverse actions, disciplinary actions, performance-based actions, grievances, unfair labor practices, and union requests for information. At the GS-13 level:
Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-12 or equivalent) in the Federal service. One year of specialized experience which includes:
1) providing advice and guidance to managers on complex or unprecedented labor management and employee relations issues within serviced organizations; 2) researching and interpreting federal/local laws/policies and case law to provide advice and guidance to management officials on a variety of Human Resources labor management and employee relations issues; 3) recommending appropriate resolutions to complex or unprecedented interrelated Human Resources labor management and employee relations issues; 4) interpreting negotiated collective bargaining agreements to advise management on union-related matters; 5) advising management officials on adverse actions, disciplinary actions, performance-based actions, grievances, unfair labor practices, and union requests for information; 6) conducting systematic strategies to develop management interests and respond to union interests at the bargaining table; and/or 7) participating in third party proceedings. National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
