Contract Specialist, GS-1102-09/11/12

This position will serve as a Contract Specialist, responsible for procuring aviation related supplies and services to ensure availability of aircraft parts and services necessary to support mission targets. Being a CG civilian makes you a valuable member of the CG team. At the GS-12 level, typical work assignments include:
Serving as a contract specialist responsible for the full range of pre-award and post-award procedures to plan and conduct the acquisition process from the description of the requirements through final delivery. Conducting pre-solicitation communications and evaluating vendor bids/offers. Negotiating contract terms and conditions including quality/air worthiness, pricing, delivery schedules and vendor incentives for good performance. Reviewing requests and analyzing the requirements, recommending specific revisions to the statement of work or specifications, deciding on the type of contract, milestones and procurement plan. Performing cost/price analysis; evaluating contractor performance; resolving scheduling problems, verifying deliveries, and monitoring inspection and acceptance. The GS-09 and GS-11 are developmental and will receive tailored instruction, guidance, training, and supervision designed to equip the employee with the knowledge and skills necessary for successful performance at the GS-12 level. A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE:
Applicants who have been in a GS-1102 position at a GS-12 or lower grade level since January 1, 2000 without a break in service only need to meet the additional requirements in order to qualify. IN ADDITION to meeting the basic education requirements above, Applicants MUST also be able to qualify for minimum requirements under their desired grade level when applying:
GS 9- 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. OR Applicants must possess one year of specialized experience equivalent to at least the GS-7 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience includes contracting/procurement factions to procure repetitive items, equipment, supplies or services:
developing firm fixed-price or similar well-defined contracts; determining/applying standard clauses or routine stipulations; performing pricing/cost analysis based on available data; interpreting standard information and its impact on the procurement; preparing administrative change orders. GS-11- 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree OR Applicants must possess one year of specialized experience equivalent to at least the GS-9 level in the federal government. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience includes:
Contracting/procurement factions to procure repetitive items, equipment, supplies or services; Developing firm fixed-price or similar well-defined contracts; Determining/applying standard clauses or routine stipulations; Performing pricing/cost analysis based on available data; Interpreting standard information and its impact on the procurement; Preparing administrative change orders; Determining the sources to be solicited, preparing applicable determinations and findings, conducting pre-proposal conferences, receiving and evaluating proposals, determining competitive range in negotiations with one or more offers and preparing award documents; Monitoring contract performance and negotiation of necessary contract modifications. GS-12- Applicants for the GS-12 grade level must possess one year of specialized experience equivalent to at least the GS-11 level. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include:
Contracting/procurement factions to procure repetitive items, equipment, supplies or services; Developing firm fixed-price or similar well-defined contracts; Determining/applying standard clauses or routine stipulations; Performing pricing/cost analysis based on available data; Interpreting standard information and its impact on the procurement; Preparing administrative change orders. Utilizing a variety of price/cost analysis techniques involving a wide range of related and possible complex factors; Determining the sources to be solicited, preparing applicable determinations and findings, conducting pre-proposal conferences, receiving and evaluating proposals, determining competitive range in negotiations with one or more offerors and preparing award documents; Monitoring contract performance and negotiation of necessary contract modifications; and independently making final decisions on contract termination for convenience or default. Performs contract administration which consists of interpreting contract terms and conditions, searching for appropriate legal references, and conducting discussions with the contractor and Government personnel to geek remedies to problems as they arise. Negotiates with contractors regarding modifications to existing contracts and prepares the necessary changes. This involves reviewing monetary claims filed by contractors to determine the reasonableness of the cost contained therein, and determining allowable costs including appropriate overhead and profit. NOTE:
The Defense Acquisition University (DAU) does not grant Academic degrees; therefore courses completed at the DAU are not creditable towards meeting the 24 semester hour requirement, in the fields identified above, unless the coursework has been evaluated by an accredited institution recognized by the U.S. Department of Education, and appears on a college or university transcript. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience):
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
