The role of this position, at the full performance level, is to purchase, rent or lease complex supplies, services, and equipment related to maintenance, overhaul and repair of assigned aircraft acquired through the use of simplified purchases and contracting procedures (informal open-market and/or formal competitive bids).Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Analyzing all procurement requests for adequacy, completeness, clarity, and funding. Reviewing the requirement, recommending revisions to the Statement of Work or Specifications as necessary and deciding on the type of procurement plan. Making determination for full and open competition and/or sole source preparing appropriate supplemental documentation. Preparing solicitation to comply with regulations and ensure that the requirement for adequate competition is satisfied. Performing cost/price analysis and developing sound negotiation strategy. Investigating and analyzing the procurement and actions of the personnel in accordance with applicable procurement regulations, and negotiates an equitable resolution. This position is a developmental position. The same duties are performed at the GS-7 and GS-8 grade levels with tailored instruction, guidance, training, and supervision. Candidates at the GS-09 level must have at least one full year of specialized experience equivalent to the GS-08 level in the federal service. Examples of specialized experience for the GS-9 level include procuring materials, supplies, equipment, and services within the small purchase limitations; soliciting quotes from suppliers and negotiating with them by phone; writing invitations for bid or requests for quotations to potential suppliers; adapting special clauses and regulatory requirements to purchases above a predetermined dollar amount; evaluating responses to quotes/bid solicitations; ensuring that requests for procurements are clear and precise; compiling bidder's lists; performing procurement research for requisitioners; preparing technical correspondence; locating technical or hard-to-find items; initiating follow-up actions; and issuing orders against Federal Supply Schedules and term contracts. Candidates at the GS-08 level must have at least one full year of specialized experience equivalent to the GS-07 level in the federal service. Examples of specialized experience for the GS-8 level include procuring materials, supplies, equipment, and services within the small purchase limitations; soliciting quotes from suppliers and negotiating with them by phone; drafting invitations for bid or requests for quotations to potential suppliers; evaluating responses to quotes/bid solicitations; compiling bidder's lists; performing procurement research for requisitioners; preparing technical correspondence; and issuing orders against Federal Supply Schedules and term contracts. Candidates at the GS-07 level must have at least one full year of specialized experience equivalent to the GS-06 level in the federal service. Examples of specialized experience for the GS-7 level include procuring materials, supplies, equipment, and services within the small purchase limitations; assisting in the solicitation of quotes from suppliers; drafting invitations for bid or requests for quotations to potential suppliers; reviewing responses to quotes/bid solicitations; compiling bidder's lists; and preparing technical correspondence. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience):

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
