3K a year 1 day ago 1 day ago 1 day ago FINANCE OFFICER The Elizabeth City Housing Authority is currently seeking a responsible individual to assist the Executive Director in overall administration, management and operation of daily activities of the Authority's housing programs.
Functions as an alternate liaison between the Authority and the Board of Commissioners, HUD and local jurisdictions Comprehensive knowledge of principles, practices and techniques of personnel management, budgeting and accounting.
Essential Job Duties and
Responsibilities:
Supervisor administrative and/or finance staff assigned to you.
Ability to plan, organize and direct work of subordinates and projects assigned to you.
Assist with the preparation and administration of annual budgets for presentation to the governing board.
Administration of the approved budgets.
Maintenance of the accounts and other financial records in accordance with generally accepted principles of accounting.
Preparation and filing of statements of the financial condition, at least annually and at other times as requested.
Receipt and deposit, or supervision of the receipt and deposit, of all moneys accruing to the housing authority.
Assist Executive Director with the investment of the idle funds of the housing authority.
Process bi-weekly payroll and prepare monthly, quarterly, annual reporting in accordance with state and federal guidelines.
Prepare monthly, quarterly, and annual financial reports in accordance with HUD, Federal and State regulations.
Post and balance journal, ledgers, and subsidiary records.
Maintain equipment and insurance records.
Review HUD and company policies and procedures and ensure compliance.
Prorate and distribute charges to appropriate accounts.
Administer the audit preparation of all accounting and financial record keeping activities.
Review and monitor excess utility consumption and charges.
Ability to establish and maintain effective working relationships with other officials and subordinates.
Perform other duties as assigned.
Requirements:
Two-year degree in Business or Public Administration from an accredited college or university, or a comparable amount of training and/or experience in administration of Public Housing programs.
Five years of responsible managerial experience in public housing or a closely related field, e.
g.
, a regulatory Agency or an equivalent combination of experience and education.
